Palkia is part of the creation trio of legendaries, the other two being Giratina and Dialga. Its a Water/Dragon which is a pretty good typing due to it only have 2 weaknesses unlike Giratina which has 5. Its also a typing shared only with Kingdra, but Palkia’s stats are far ahead of Kingdra’s relatively average ones. Palkia has 280 attack, 215 defence,189 stamina and a maximum CP of 3991.
Its with numbers like that which made players think it was a possible challenger to Kyogre’s crown of best water type in game. However its lack of a water fast move banished such thoughts. I wish it did have a water fast move but even without it, Palkia is still a lethal Pokemon and one which would be a must have for many trainers.

Thanks to its water typing, Palkia doubly resists fire and water so avoid using any Pokemon with those moves in it. You will do yourself no favours using either of those. Steel is no better. It has only 2 weaknesses, which will puts a real bottleneck on Pokemon which deal STAB super effective damage. Fairy in particular isn’t viable as a type at the moment so you’re really looking at dragons to hit hard. Alternatively if you don’t have strong Dragons available, pick the strongest guys you have to deal neutral damage.
Dragon Tail is by far the better of the two fast moves and should be prioritised over Dragon Breath. As mentioned before, its sad that Palkia didn’t get a single water fast move at all. Even Water Gun would have made it one of the best water type attackers out there. Even so, both moves at least offer STAB and there are no non-STAB moves in here that would immediately justify the use of a TM.
Never use Fire Blast, the damage per second (DPS) for it is terrible. You get no STAB either nor do you have a fire type fast move to even make it a fire type attacker. Hydro Pump is a great charge move but Palkia’s lack of water fast moves hamper its potential as a water type. The best option is Draco Meteor. A Palkia with Dragon Tail and Draco Meteor has a DPS that is only second to Rayquaza among pure dragon attackers.
Assembling The Team
Palkia has few weaknesses. Fairy’s lack of viable attackers will remain a problem until Generation 6 when the first big wave for fairies make their debut. That leaves dragon and the problem with using dragon attackers is dragon being weak to itself. So your guys will be taking super effective damage as well. Having said that, there’s a 67% chance you won’t face a Palkia with a charged dragon move. As seen with Giratina, here are my top choices to take on Palkia. Please note this was written before Palkia was released so its moveset may change, upon which the best choices themselves may change. The article will be updated if any such changes occur.
Currently the highest DPS pure dragon attacker, Rayquaza should be in your team, no questions asked. If you have a team of 6 to use, then do so. If not, you can try to fill it with other dragons you have may in your team. Use a Rayquaza carrying only dragon moves and you should have a great time taking on Palkia. Its dragon typing grants it resistance to Hydro Pump and Fire Blast but leave it weak to Draco Meteor. Be careful of that when choosing Rayquaza.
Hold on, using Palkia against itself? Yes, yes you should. If you get one worth powering up, feel free to bring it along for raids. Like Rayquaza its weak to dragon moves but unlike Rayquaza, its double resistance to water and fire moves will help it last much longer if facing a raid boss with those moves. Use the moveset of Dragon Tail and Draco Meteor to maximise DPS and it shouldn’t be a problem.
Depending on when you read this, Dialga may not have been released yet. Assuming it has been released, then its a great option. For starters, it doesn’t have a weakness to Dragon. Its Steel/Dragon typing means it takes neutral from it and also fire. Water is also resisted so none of Palkia’s moves can deal extra damage to it. It also has monstrous stats which are similar to Palkia so it has the potential to dish out plenty of damage.
In terms of moves, Dragon Breath and Draco Meteor together will deal STAB supereffective damage to it. Use that on Palkia.
The OG Dragon himself, Dragonite isn’t what he used to be since Generation 3 released Rayquaza and Salamence which have overtaken it when it comes to DPS. If you don’t have Salamence then Dragonite would be great. It does have enough bulk to outlast Salamence and even Rayquaza so its still no weakling.
Dragonite has a lot of movesets which are able to utilise pure dragon moves but the best one is without a doubt Dragon Tail and Outrage. Its also not a legacy moveset so you can get it any time.
In terms of DPS, Salamence edges Dragonite. It doesn’t have the same bulk but don’t let that discourage you from bringing it into battle against Palkia. There’s only one moveset you should be using and its Dragon Tail paired with Draco Meteor. Everything else won’t be effective.
Update: After Bagon Community Day, some of you will own a Salamence with Outrage as its charge move. In that case, use a move set of Dragon Tail and Outrage. Its better than using Draco Meteor.
Once its released, Garchomp will be one of the best Dragon types in the game. While it isn’t the best in DPS, its TDO is the current best among Dragon attackers. When Gible’s Community Day does arrive, stock up on as many Garchomp as you can get from it. Its a Pokemon you won’t regret getting. To deal with Palkia, have it use Dragon Tail and Draco Meteor.
Despite having only 2 weaknesses, Palkia has many counters due to Dragon being a very powerful type. You shouldn’t have any issue finding one unless you’re new to the game. If you do use any of the 6, beware of its Dragon moves unless you’re using a Dialga. Palkia is a must have even if it isn’t the top Pokemon for either typing it possesesses.
